Montclair Drive HOA Meeting, Sept 9, 2015

The board meeting of the Montclair Drive HOA was held September 9, 2015.

Present: Board members Sandie Cooper (president), Nancy Lewis (landscaping), Randy Fay (Secretary), Christie and Ray Musser, Dan Bollig, Tim Laudick. Tanya Hawkins, Treasurer, and new community member John McCreary (807),.

President Sandie Cooper called the meeting to order at 7:08pm.

The minutes from the June meeting were unanimously approved.

Unfinished Business

1. Treasurer's Report (attached) from Tanya Hawkins. All members have paid all invoices at this point, some are paid ahead. Current balances are $5999 in checking, $29,390 in Savings/Reserve.
2. Landscaping Report from Nancy Lewis: Landscaping is in good shape. Nancy asked Todd for a quote for next year and has requested full landscaping bids from other companies. She is arranging pruning for shrubs for the fall. Discussion ensued about when aggressive shrub trimming should take place (Spring or Fall).
3. Architectural Committee: Sandie asked if there were any open issues for the architecture committee. The board agreed that drawings of proposed changes should be submitted to the board (acting as the architectural committee) and they can be reviewed by email and an early response provided.
4. Bylaws Amendments: Randy did file the March 2014 amendments to our bylaws and those are now on the website and will be filed in the document box when it is located. (Document box is currently with Teri Cardell, she will get it to Randy Fay.)
5. Asphalt Repairs and Sealing: Randy Fay reported that asphalt repairs and sealing were completed on June 8, 2015.
6. Broken Street Light: Dan Bollig reported that he called Excel Energy and they repaired the broken street light on June 8, 2015.
7. Irrigation Walkthrough: Randy Fay reported that a walkthrough was held with Ed (irrigation contractor), Randy Fay, Nancy Lewis, Tim Laudick, Dan Bollig.

New Business

3. *Community Association Manager issues: The State of Colorado is (apparently) requiring new filings from us, even though we don't have an association manager. Sandie Cooper will follow up to see what we have to do.
4. Architectural Committee: Discussion was held about how HOA members can go about making architectural changes. Members who want to make changes to their property present a plan to the Board, which then reviews and usually approves.
5. Use of "Rental or Non-Owner Resident Notification: Sandie presented a formerly-used document setting forth rules of the HOA and a form to be filled out by landlords when a new tenant moves in. It needs a little bit of editing. Randy Fay agreed to edit it.
6. Nuisances concerns: Sandie has new renters with a mini-trampoline and wonders if items of this type need more specific regulations. After discussion, the board agreed that concerns are currently handled by the by-laws and no new action is necessary.

The next HOA board meeting will be held Thursday, December 10, 2015 at 848 Montclair Drive, Palisade, CO 81526. All are invited.

The meeting was adjourned at 8:41pm.

Action Items:

• Sandie Cooper will follow up to find out what (if any) filing we have to do with the State of Colorado based on new Community Association Manager regulations.
• Tim Laudick will provide accurate plats of the subdivision to Randy, who will put them on the website. The ones currently on the website were not the final plats.
• Safe: Randy will get the safe from Teri Cardell and we will get the filed documents into.
• Ray Musser will spray for weeds on east-side alley asphalt
• Randy will find the other key to the notice board and make sure we know where it is.
• Tanya will add a reminder about the message board to quarterly statement.
• Sandie will get the Rules and Regulations and form to Randy, who will edit and get to the board. Additions include snow removal and snow-melt suggestions, and pet waste penalty. Add email to the resident notification. Drive slowly on street, noise.
