Montclair HOA ANNUAL MEETING 3-8-2022

ATTENDEES: T. Laudick(844), S. Cooper(833), J. Westcott(861), R. Fay(848), L. Odette(864), A. Sackrider(847), R. Young(872), N. Elzas(861), N. Lewis(848), K. Musser(856), R. Musser(856), G. Fourney(843).

2021 FINANCIALS AND 2022 BUDGET GOALS
End of 2021 $330 over budget, spent $41,000 mostly landscaping, all 2021 dues collected. Today, $20,000 Checking, $37,000 Reserve. $3,000 below where we want to be on Reserve account. Many homeowners paid ahead at start of 2022. Dues increase of 10% forecasted for 2023. Discussion about insect spray responsibility. Randy Fay added that, in general, your property is your responsibility. Gene Fourney motion to approve 2021 Financials, Ruth Young Seconded, 2021 Financials Approved.

RESERVE FUND – PURPOSE AND CURRENT POSITION
Reserve fund should be equal to annual expenses. Landscaping costs can rise and although a two-year contract remaining, 30-day notice can cancel.

LANDSCAPING 2021 ACCOMPLISHMENTS AND MOVING FORWARD
Will be having pump looked at next winter. 2 years ago, new motor and pump purchased.
Normal wear and tear on irrigation system, getting old. Tree company came out and trimmed last year, they will return this year for treatment of trees. Homeowners should let Nancy Lewis know if you have any problems and concerns with trees.

2022 BUDGET APPROVAL
2022 Budget #’s close to last year actual expenses; budget is about $2,200 greater than income. Professional fees added this year for an attorney. Motion carried to approve 2022 Budget.

NEED FOR NEW BOARD MEMBERS
Homeowners should consider becoming board members.

NEW BOARD MEMBER ELECTION
New board members elected January every year. Gene Fourney at 843 nominated and approved as Board Member. Anna Sackrider at 847 rental property will be considered as a Board participant.

WEST PROPERTY LINE LANDSCAPING PROPOSAL
Developer of Cresthaven submitted a 10-foot permanent easement to Montclair HOA. Developer wants permanent easement to be able to repair wall and fence as necessary. Easement would transfer to Cresthaven HOA. Town & Developer each committed $1,500 to add 30 bushes and water to the landscaping. Bookcliff said no additional $ for the 1st year, long-term $1,000 annual increase to landscaping maintenance cost. Montclair attorney suggested Montclair HOA make changes to easement document and have Developer attorney add the changes. T. Laudik motion to vote on easement, seconded and motion to vote on easement approved. Vote for easement not approved, only 1 person for easement. Ray setting up a meeting with Developer and Town to suggest that they each pay $1,500 to Montclair HOA and the HOA will handle necessary landscaping.

NEIGHBORHOOD WORKDAY
Email will be sent out for a workday in May or early June.

LANDSCAPE/ARCHITECTURAL INSPECTION AND ENFORCEMENT REVIEW
No pending problems, but there may be a unit or two that needs trim paint.

Discussion about cars and trailers on the street. Motion to adjourn seconded and approved.
