Minutes from the 2018 Annual HOA Members and Neighborhood Meeting, March 29, 2018.

Tim Laudick called meeting to order at 7:25pm.

The annual meeting minutes from 2017 annual meeting were unanimously approved.

Financials:

  • Sandie Cooper discussed actuals from 2017
  • Discussion of the reserve fund situation ($32,700, about one year's income, good situation) and the HOA dues increase to $88/month/unit.
  • The 2018 Proposed budget was approved unanimously, including with proxies.

Landscaping:

  • Ray Musser explained that Bookcliffs Gardens is our landscaping contractor this year.
  • Discussion about various aspects of landscaping.
  • Future projects: Continue replacing metal edging with concrete edging.
  • Nancy Lewis organized an HOA Work Day Sat, April 21, 9am. (Nancy, Tim Laudick, Ray and Kristie Musser participated in this work day and got lots done. Thanks!)

Architectural:

  • Tim Laudick reviewed policies for architectural changes. The founding documents require that any nontrivial architectural changes require review by the Architectural Review Board, which in practice is just the HOA board. This includes things as small as a change in color or style of a front door.
  • We still have ongoing problems with aging fascia staining and the like, but regular inspections by board started last year, with encouraging letters to homeowners.
  • Discussion of how should we deal with homeowners that aren't doing what's requested? Discussion about potential, formality, explicit consequences.
  • We have a form for architectural change requests.

Shaw Property Development

  • The orchard to the west has been sold and is in the process of being redeveloped. Town Planning Board meetings will be held to roll out this development process, and all Montclair residents and owners are encouraged to participate. The next Town Planning Commission meeting on this subject is Monday, May 7, 2017 at 6pm.

Board Members

  • Dan Bollig was nominated to the board by Nancy Lewis, Ray Musser seconded. Unanimous approval. All the proxies voted for him. Thank you Dan!
  • Randy Fay tried to resign, asked to be excused from the board.
  • Sandie Cooper will recruit Michael Leek for the board
