20190404 Annual Meeting

Tim Laudick called the meeting to order at 7:15

There were about 17 people present, including Mike Lee, owner of 811, Anna Sackrider, Dan Collins (813), Fred (870), Ruth Young, Paul and Rush (851), Bill Carlson

Treasurer's report: Sandie Cooper

Sandie presented the financial report for 2018 and so far in 2019. These are attached.

Ray Musser moved, Nancy Lewis seconded, report approved unanimously

2019 Budget discussion

  • See the 2019 Approved Budget
  • Noted general strategy of maintaining a year's reserve
  • 2019 budget has a $3000 deficit - mostly for concrete edging work

Randy Fay moved, Anna Sackrider seconded approval of the budget, and it was approved unanimously

Landscaping report - Ray Musser

  • Ray gave an overall explanation of long-term and short-term issues, current work to clean up a couple of trees, etc.
  • Communication about landscaping issues is encouraged, especially with Ray, also other board members, but not so much with the Bookcliff Gardens staff.
  • Pump repair was finally done
  • Dan Bollig's shrub report has many open issues, and shrub replacement is planned
  • Concrete edging planned this year, starting June 3
  • Nancy Lewis announced the May 19 community work day, all are invited.

Presentation on Policy Enforcement Procedures

Randy Fay explained the board's process of proposing and developing policy enforcement techniques.

Architecture Committee explanation by Tim Laudick

  • Tim explained that per the Covenants and Bylaws, changes and improvements must be pre-approved by the Architecture Committee, so please submit proposed changes before making them.
  • The annual unit inspection will happen about May 19, 2019. If there are issues with units in the subdivision, a letter will be sent out.

Dog Poop Policies and Situation - Randy Fay

Randy Explained that we've long had a dog poop policy where if poop is found, the owner of the unit must pay a $40 charge per month. The policy has remained unchanged since 2012. Please see the policy

New business

  • Board member election.
  • Dan Collins and Bill Carlson were nominated by Tim Laudick and were elected unanimously
  • Sandie Cooper reminds us that the year's invoices were all sent out in advance, and are no longer sent out quarterly.
